With the conclusion of elections and declaration of winners, focus now shifts to County Assembly positions like that of the Speaker, Deputy Speaker, Majority and the Minority Leader.
Regional balancing is expected to be a major factor to be considered during the distribution of these posts amid the intensive lobbying that has already started, before the exercise takes place.
Factors to be considered would be the fact that Mosop has a Deputy Governor and Senator is from Chesumei, Aldai produced a Governor while Emgwen are seen to have the Woman Representative as their own.
With this, Tindiret and Nandi Hills automatically become the sub counties ‘viable’ or eligible to take the seat.
So far, a number or candidates have expressed interest in the position of speaker. One of them is Joshua Kiptoo, a law lecturer at the university of Nairobi.
Apart from teaching Law, Mr.Kiptoo runs a law firm in Nairobi,he is an advocate of the High court of Kenya and is a well articulated political pundit.
Another candidate is George Tarus, former legal advicer Nandi county goverment and advocate of the High Court based in Kisumu.
Gideon Kibet Kisorio, another Advocate of the High Court has also expressed his interest, Mr.Kisorio from Nandi hills sub-county.
The assembly being the legislative arm of the county, the Speaker’s position is one of the most powerful seats and this can explain the strong interests expressed by several people.
According to the Constitution, the Independent Electoral and Boundaries Commission (IEBC) has to gazette the names of all the elected Members of County Assembly before they are sworn in.
The MCAs are then required to take an oath of office before they proceed to elect the Speaker and Deputy Speaker.
The first sitting of the assembly will be convened by the governor, who will have to be sworn in before the MCAs.
Hon. Edwin Cheluget from Mosop sub-county, was elected as Nandi county Assembly speaker in 2013, with sources privy to us allude that he will not defend the seat.
The contest to replace Hon.Cheluget has seen Wakili Joshua kiptoo from songhor/soba ward ,Tindiret sub-county emerge a clear front runner.
Joshua Kiptoo a Kapsabet boys Alumnus will be banking on his legal experienced in the bid to clinch the seat.
He is a young budding smart lawyer with relative experience in the legal fraternity.
Having acquired legal training at the University of Nairobi, Kenya’s premium university, he brings on board well horned skills and wealth of knowledge.
He is an LLM graduate from the University of Nairobi, having majored in International law, international trade law and East Africa Community law.
He is also a member of the Chartered Institute of Arbitrators Kenya and is on course to advance to higher levels through experience and further training on matters arbitration.
Mr.Kiptoo a founder and managing partner of Joshua kiptoo & company advocates, is also a lecturer at the University of Nairobi majoring on; Jurisprudence, Labour law, Property law, EAC law and Environmental law.
The election of the speaker is expected to happen within two weeks after the general election.
