Forum blames National Assembly for delaying implementation of ward development funds.

Ward representatives want counties to allocate more funds to wards to promote development.

The County Assembly Forum (CAF) said counties should allocate 45 percent of their total budget for wards.

Forum Secretary General Kipkurui Chepkwony said more allocation of funds will promote the high expectations of Kenyans in profiting from devolution.


“We agree with all the other seven clusters of CAF that the minimum shareable revenue to county governments be put at least 45 percent,” said Mr Chepkwony who is also the ward representative of Tindiret in Nandi County.

Chepkwony said the Building Bridges Initiative (BBI) should also spearhead the idea of ensuring county funds were spent well.

“We continue to petition for full financial autonomy of county assemblies without direct dependence on the executive,” said Chepkwony.

At the same time, Chepkwony called for replication of the structure of the National Assembly in the counties. The move will see MCA appointed as County Executive Committee Members (CECMs) if MPs will be appointed Cabinet Secretaries.
